Lawrence police officer James Welsh is pictured Wednesday, May 28, 2008 outside the Law Enforcement Center. Welsh was recently presented with a Silver Award for lifesaving actions from the Kansas Association of Chiefs of Police for his effort in saving the life of a man who had crashed his motorcycle in Leavenworth County last May.
