Moratorium put on CR1 development
Leavenworth County commissioners have placed a moratorium on development in a prime area of real estate south of Tonganoxie.
Commissioners on Monday unanimously approved a resolution authorizing the moratorium — or a cessation — on any development along County Road 1 leading to a proposed interchange with Interstate 70 until it puts into place new development rules and regulations for the area.
The six-month moratorium applies to all land 1 1/2 miles east and west of CR-1, 1/2 mile north of Honey Creek Road and 1/2 mile south of Kansas Highway 32.
County Counselor David Van Parys said it was within the county’s legal right to establish a managed development zone.
“What we tried to do is allow people living in that corridor to continue farming their land, to continue living their lifestyle and even add an addition to their home if necessary,” said Planning and Zoning director Chris Dunn.
In other business Monday, commissioners:
- Discussed a request from the chief legal counsel for Johnson County Water District No. 1, the utility that is planning to create a residual monofill in southern Leavenworth County to store sediment leftover from drinking water it will draw from the Missouri River.
- Denied, in a 3-0 vote, developer Bob Connelly’s request to use 17,000 tons of rock from the Tonganoxie Rock Quarry to pave county roads surrounding the Rocking C Subdivision.
- Approved a motion, 3-0, to pay the initial billing statement received from Lathrop & Gage, the hired legal consultant for initial engineering and planning work along County Road 1.
- Unanimously approved a motion to renew Department of Juvenile Services director Bob Doyle’s contract at $52,540 with an exempt job status.
- Voted, 3-0, to renew County Counselor David Van Parys’ contract for one year in the amount of $77,158.
- Met in four separate executive sessions totaling 45 minutes to discuss personnel issues and pending litigation.
