Tonganoxie creating new special fund, per statute, with population milestone

Tonganoxie City Council Chambers are moving to the former public library at Third and Bury streets. In-person meetings also available for viewing on a city YouTube Channel could start with the Jan. 19 regular meeting.

Tonganoxie’s latest population milestone has brought the creation of a new special fund.

The latest population number released earlier this year showed that Tonganoxie had reached the 6,000-resident mark in population.

Cities with a population below that threshold receives about 47% of the 10% in gross receipts derived by liquor sales at any club, caterers, drinking establishments, public venue or temporary permit holder.

That money is divided into two funds for towns below 6,000 people: general city fund and special parks fund.

Communities with more than 6,000 residents receive 70% and must divide into thirds the general fund, the special parks fund and a special alcohol and drug programs fund.

Council members approved the creation of the fund at Monday’s regular meeting. Absent from the meeting was Mayor David Frese.

In other business, the Council:

• Met for a one-hour work session with legislators before the regular meeting. Attending the meeting were state Rep. Lance Neelly, R-Tonganoxie, and state Sen. Beverly Gossage, R-Eudora.

• Amended the budget, 4-0, for the fire equipment fund for an additional $15,000. Earlier this year, the fire department learned of a no-match personal protection equipment grant. The PPE grant include helmet, hod, coat, pants, gloves and boots for department volunteer members. The amendment accommodates the grant-funded purchases necessary in fiscal year 2024.

• Approved annual cereal malt beverage licenses, 4-0, for Casey’s General Store, G&P Country Market and Brothers Market.

• Met in executive session for consultation with an attorney for the public body or agency which

would be deemed privileged in the attorney-client relationship. Joining council members in the meeting were the city attorney, city manager and assistant city manager. No action was taken after the group reconvened after a 10-minute executive session.
