Tonganoxie woman gets jail sanction in animal cruelty case

A Tonganoxie woman previously convicted of animal cruelty has been ordered to serve a jail sanction after violating the terms of her probation.

On Friday, Amanda E. Fleer, 42, was ordered to serve 10 days in the Leavenworth County Jail for failing to comply with a probation requirement that she remove all animals from her property, according to the office of Leavenworth County Attorney.

The sanction comes one day after 18 dogs, four of which were four-week-old puppies, were taken from Fleer’s home on Thursday. Those dogs are now in the care of a Leavenworth-area animal rescue. While Fleer serves her 10-day sanction, the court ordered the removal of the remaining animals still at her residence. Authorities reported that at least three dogs and a horse remain on the property.

Fleer was initially sentenced on Sept. 19, along with co-defendant Jessica L. Fleer, 35, in connection with the discovery of a severely malnourished black poodle found abandoned on Oct. 17, 2024, near Tonganoxie Drive and 199th Street.

According to court records filed Feb. 19, the poodle was about 2 years old, infested with fleas, matted and severely underweight. A microchip scan identified the dog as belonging to Jessica and Amanda Fleer.

Amanda Fleer pleaded no contest to cruelty to animals on Aug. 15 and was placed on one year of supervised probation with a suspended six-month jail sentence. Jessica Fleer pleaded no contest on Aug. 22 and received the same sentence. Both women were also ordered to complete 50 hours of community service, refrain from owning or caring for animals during probation, and pay $1,542 in joint restitution.

“We take crimes against animals seriously, and we will hold people accountable,” Thompson said. “We appreciate the community members and rescue organizations who continue to step up for these animals.”
