The accident occurred about 9:15 p.m. June 17 at 155th Street and U.S. 24-40 (State Avenue).

A 2005 Toyota car was driven by Cody L. Lamping, 16, Basehor, was headed south on 155th Street when the vehicle went through a stop light, according to Kansas Highway Patrol reports.

A 2017 Chevrolet truck driven by Steven H. Schuman, 68, Basehor, was headed west on U.S. 24-40 when the truck hit Lamping’s vehicle on the driver’s side at “highway speed,” according to reports.

Lamping was taken to Providence Medical Center where he was pronounced dead about an hour after the accident.

Schuman was taken to St. Luke’s Hospital for suspected minor injuries. Both drivers were wearing safety restraints.

The city of Basehor and Kansas Department of Transportation issued a joint statement the next day regarding the accident and steps they’ll be taking to explore safety measures at the intersection.

“The City of Basehor wishes to extend its heartfelt and deepest sympathy to the families affected by this horrific tragedy,” the statement form City Administrator Leslee Rivarola read. “The City will continue to advocate on behalf of its community and work collaboratively with the Kansas Department of Transportation for a speed reduction and other safety countermeasures on U.S. 24-40.”

Philip Harris, KDOT’s chief public information officer, also released a statement.

“The loss of life in this crash is tragic, and KDOT shares our condolences. KDOT is continuing its partnership with the City of Basehor on a speed reduction pilot,” Harris said in the release. “The pilot is designed to enhance safety through various interventions, including signal timing adjustments, the implementation of speed feedback signs and a reduction of the speed limit from 65 mph to 55 mph.”

Harris said KDOT anticipates launching the pilot later this summer.

Basehor city officials had a meeting with community leaders and a few Basehor-Linwood High School students in January about the speed limit along the stretch of highway through Basehor. An online petition was created to lower the speed limit from 65 mph to 50 mph from 142nd Street to 171st Street. The petition cited various factors for the speed reduction, including student safety and speed limits elsewhere along the highway. Tonganoxie has a 50 mph speed limit from the east edge of the city and then is reduced for a stretch toward the south city limits.

The speed also is reduced to 50 mph to the east of Basehor near the Kansas Highway 7 interchange for a portion of the highway that stretches toward the Legends area in Kansas City, Kan.

Previous KDOT studies along U.S. 24-40 through Basehor have resulted in the speed being deemed appropriate for that stretch of highway.
