What are the top three issues facing Leavenworth County, and how would you address them, if elected?

The primary issue that has to be answered is what do we think the county should be. I make the assumption that we need to grow with the times. That assumption demands a paid professional administrator. The next part of the equation is to put together a visionary plan for controlled growth 10 to 20 years out. The last phase is to implement funding sources and then begin to move into the present and embrace the future by implementing these changes.

Do you favor hiring a county administrator for the county? Explain your answer.

I think the issue of county administrator is long overdue. The thought of operating a complex, large, $25 million organization without the services of a professional is an unsound business practice and like it or not Leavenworth County is a big business. Legislation was passed allowing previous county commissions to simply vote the change. I would be in favor of lowering commissions to simply vote the change. I would be in favor of lowering commissioners salary to $15,000 to help offset the cost of an administrator.

What unique qualifications do you have to handle the job of county commissioner?

I retired from federal civil service as a manager and I have honed those skills acquired through the 30 years of experience to apply to local government. I am currently a city of Leavenworth commissioner. I have attended numerous state and federal conventions an seminars and am currently enrolled in the municipal leadership academy, sponsored by the Kansas League of municipalities.

What steps should be taken to increase cooperation among county commissioners?

Having not been a county commissioner, I can only speculate, however an honest desire to communicate can only improve corporation. The elimination of routine duties and day to day operation through appointment of an administrator would allow commissioners to focus on visioning issues and not bill paying.

What role should the county play in expanding the area’s tax base?

The county as the umbrella organization for the incorporated areas has successfully participated in the LAD organization. Continued participation along with incentives could enhance the commercial growth. Formulation of subdivision regulations conducive to economic development will encourage residential construction.
