Linda Zacher, city planner, Monday night presented council members with a final draft of design guidelines. Council members asked for time to review the guidelines before acting on them. They also want to run the final draft by some downtown business owners.

Once guidelines are approved, a revolving loan fund will be established to help downtown business owners improve the outside of their buildings.

The revolving loan fund will provide Fourth Street business owners with low-interest loans.

Anyone interested in using the fund must apply. The low-interest revolving loan fund totals $120,000 and is part of the downtown renovation project.

Representatives of Historic Preservation Services of Kansas City, Mo., have been working with Fourth Street business owners and city officials for about six months to establish the guidelines. Only the business owners borrowing from the revolving fund will have to follow the guidelines. The council hopes to take action on the guidelines at the next council meeting, which is scheduled for 7 p.m. on June 26.
